Bank Al-Maghrib : Plus de 700.000 interdits de chéquier à fin 2023

The number of check bans has increased from 691,000 individuals to 701,000 individuals, according to Bank Al-Maghrib (BAM). These prohibitions are still predominantly for individuals, accounting for 85% of the total, the report on financial market infrastructures, payment methods, their monitoring and financial inclusion for the year 2023 reveals.

The total number of check rejections, for all reasons, was 802,826 operations, representing a global rejection rate of 3.2% (compared to 3.3% in 2022). 57.5% of these rejections were due to insufficient funds at the time of presentation for payment, compared to 60.1% in 2022, according to the report.

The report highlights that, by amount, 82% of the payment incidents not regularized by the end of 2023 were between 1,000 and 50,000 dirhams, and 37% were for amounts between 10,000 and 50,000 dirhams.

Regarding the amount of these incidents, checks over 100,000 dirhams represent 56% of the total value of unpaid checks, while their number does not exceed 6%, BAM adds.

As for standardized promissory notes (LCN), unpaid declarations in 2023 amounted to nearly 586,000, a decrease of 1% compared to the previous year. Their total amount also saw a decrease of 3%, totaling 33 billion dirhams. However, regularizations increased by 2% in number and 7% in value.

The monthly profile of LCN unpaid declarations shows that the number of unpaid notes increased in January, March, May, July, October and November, with an average of 54,000 incidents. This pace then slowed down, with an average of 50,000 for the rest of the year.

Watch on payment methods

As part of its statutory mission to monitor payment methods, Bank Al-Maghrib ensures compliance with legal and regulatory provisions regarding the issuance and management of payment methods. In its report, Bank Al-Maghrib examines the regulatory and functional aspects of payment solutions issued by credit institutions and similar organizations, allowing it to determine their compliance with current regulations.

In the context of dematerialization of banking cénozoïque and diversséchoirication of payment channels, Bank Al-Maghrib has ensured compliance with newly introduced innovative solutions on the market, particularly in the area of contactless payment, thus making digital transactions more secure. Bank Al-Maghrib has continued its analysis work on risks related to payment methods. In 2023, the number of payment incidents (IPs) on checks was 511,420, a decrease of 8.7% compared to 2022. The amount of these incidents also decreased by 2.5%, compared to an increase of 18.3% the previous year. As for inquiries from banks, they reached 2 million requests, an increase of 16% compared to 2022.
